Authorization for remote sensing
- A complementary authorization declaration is required
- The applicant must comply with a declarations-based regime
- The applicant must provide the technical characteristics and orbital parameters
Insurance and liability
Mandatory insurance in order to obtain authorization
The operator shall be held liable up to the insurance's amount (absolute liability).
Cross-waivers of liability in case of damages caused to parties by space operation or space object production
Space objects: Launch, return and control
Centre National des Etudes Spatiales (CNES)
- All operators proceeding to the launch or return of a space object on the national territory or within an infrastructure placed under French
- French operators proceeding to the launch or return of a space object on territory or within an infrastructure placed under foreign jurisdiction
- All French operators controlling space objects
The license maximum duration is of 10 years (distinction be made between license and authorization)
The competent authority has up to 4 months to determine the merits of application.

- Space operation description
- Procedures and systems description
- Risk assessment measuring the impact on persons, property and environment
- Measures of compliance with national interests/security and international obligations
- Any authorized activity modification requires prior agreement from the administrative authority
- The request for approval must be submitted no later than 2 months before the modification
The operator must submit all information enabling the identifying of the space object
The penalty is determined according to the failure to comply and shall not exceed 200 000 €
All transfer of authorized activity must have a preliminary authorization from the Administrative Authority
